With reference to the 2nd, and 3rd. paragraphs

of my Confidential Despatch of the 13th. of December, I have the

honour to transmit, for your information, translation of a para-

-graph which appeared in the Chung Kwok Daily Newspaper published

in Canton on the 16th. ultimo concerning the issue of a modified form of Lottery Bond designed to divest the bonds of their

/character of a lottery, together with copy of a letter I caused to

be addressed to His Britannic Majesty's Vice-Consul at Canton on

the subject and of his reply in which he states that the Provincial

Treasurer denies that these modified bonds for use in foreign

countries are being issued.

As far as I am aware none of the bonds have as

yet reached this Colony.
